Security Technology Centre (CETSE)

It groups together all the security technology units in Spain

What´s CETSE?

CETSE is the headquarters from the Subdirectorate General of Information and Communication Systems for Security (SGSICS), as the implementing body for the specific functions of this Subdirectorate and the R+D+i policies of the Governing Body, in accordance with the provisions of Royal Decree 734/2020 of 4 august, which develops the basic organic structure of the Ministry of the Interior.

CETSE, inaugurated on April 20, 2016, is located in the town of El Pardo (Madrid) and, in addition to SGSICS, houses the National Center for Critical Infrastructure Protection and Cybersecurity (CNPIC).

What´s the SGSICS?

Subdirectorate-General for Information and Communications Systems for Security (SGSICS)

Reports to the Secretariat of State for Security, is based on the functions assigned to it by Royal Decree 734/2020 of 4 august, which develops the basic organic structure of the Ministry of the Interior.

The mission of the SGSICS is to propose, plan, coordinate and implement databases, information systems and communications systems for use by the State Security Forces and Corps (FFCCSE), enabling them to carry out their work of safeguarding the rights, freedoms and security of citizens in a more efficient and effective manner.

The development and maintenance of general purpose applications, including those related to the digital transformation of the Ministry and the ICT officials assigned in the scope of the Undersecretariat, as well as the management of the Security Technology Centre (CETSE) as the body for implementing the specific functions of this Sub-Directorate and the R&D&I policies of the Governing Body, located in El Pardo and headquarters of the SGSIC.

What´s the CNPIC?

National Centre for Infrastructure Protection and Cybersecurity (CNPIC)

The CNPIC, which reports to the Secretary of State for Security, is the maximum responsible for the National Critical Infrastructure Protection System and the Ministry's cyber-security policies, is based on the functions assigned to it by Royal Decree 704/2011 of 20 may.

The CNPIC is responsible for the momentum, coordination and supervision of all policies and activities related to the protection of critical infrastructures Spanish and with cybersecurity within the Ministry of the Interior.

Assistant Director-General for Information and Communications Systems for Security Secretary of State for Security

Dr. Enrique Belda Esplugues has a PhD from the Polytechnic University of Valencia (UPV) and is a civil engineer from the Polytechnic University of Valencia (UPV), having completed postgraduate studies at the Universities of: Universidad Politécnica de Cataluña, Universidad Pompeu Fabra de Barcelona, Universidad Politécnica de Valencia (UPV), École Nationale des Ponts et Chaussées de Paris, École Nationale d'Administration (L'ENA) de Paris, the IESE Business School- Universidad de Navarra, as well as the Instituto Nacional de Administración Pública INAP and the Escuela Diplomática Española (Ministry of Foreign Affairs and Cooperation).

Career officer of the General State Administration, he is currently the Deputy Director General of Information and Communication Systems for Security of the Secretariat of State for Security in the Ministry of the Interior.

Previously he held the positions of: Assistant General Deputy Director of Traffic at the Directorate General of Traffic and professor at the School of Civil Engineering at the Polytechnic University of Valencia. He also worked in the private sector as a civil engineer in the construction of public works and project management.

Dr. Belda has received 11 awards and recognitions, both national and international, throughout his professional career. He has written articles in national and international publications.
