Border and Visa Instrument (BVI)

The Fund is regulated by Regulation (EU) No. 515/2014 OF THE EUROPEAN PARLIAMENT AND OF THE COUNCIL of 16 April 2014 and aims to:

  • Support a common visa policy in order to tackle illegal immigration.
  • Support and enhance integrated border management.
  • To provide operational support to the systems and means dedicated to the common visa policy and integrated border management.
  • Acquire equipment to be made available to the European Border and Coast Guard Agency (FRONTEX).
  • Supporting search and rescue situations that may arise during a maritime border surveillance operation.
  • Technical assistance at the initiative of the Member States or the Commission.

To achieve the success of these Objectives, the budgetary envelope allocated to Spain after the last review of the National Program in December 2019 amounts to 260.23 million euros, managed by the Ministry of Interior.

To this end, the SGSICS has developed a series of functions that fall under the aforementioned regulation among which are the submission of several projects.

These comply with the objectives reflected in Article 3 of REGULATION (EU) N. 515/2014 OF THE EUROPEAN PARLIAMENT AND OF THE COUNCIL of 16 April 2014 establishing, as part of the Internal Security Fund, the instrument for financial support for external borders and visas and repealing Decision No. 574/2007/EC, by contributing to ensuring a high level of security in the Union, while facilitating legitimate travel, through a high and uniform level of external border control and the efficient processing of Schengen visas, in accordance with the Union's commitment to human rights and fundamental freedoms.

Proyecto: APIS (Advanced Passenger Information System)

APIS, Advanced Passenger Information System, is a communications system that compiles information sent by airlines, maritime and land companies on passengers arriving in Spain from third countries (outside the Schengen area).

The system checks passenger identification information against police databases and sends the results to border control agencies prior to the departure or arrival of the flight. This information is made available to the front-line border post.

The system enables national border agencies and other government departments to identify persons against whom they have a valid warrant or flag in place prior to arrival.

For the APIS system to function properly, it is necessary to have a support and maintenance service.

For the purposes of combating illegal immigration and guaranteeing public safety, Organic Law 14/2003, of November 20, 2003, amending Organic Law 4/2000, of January 11, 2000, on the rights and freedoms of foreigners in Spain, provides that any company, transport company or carrier shall be obliged to submit to the Spanish authorities in charge of entry control the information relating to passengers who are to be transferred, whether by air, sea or land.

Therefore, the collection of passenger information is required so that it can be used, not only by the bodies combating illegal immigration, but also by those police departments with competences in the fight against terrorism and organized crime.

As a result, in March 2007 the Advanced Passenger Information System (APIS) came into operation, one of the key components of its architecture being its electronic database (a system for storing information on passengers and airline crew).

 

This project focuses on the development of an electronic system to collect and collate information on travelers seeking access to the national territory by air, land or sea from countries outside the Schengen area.

The main purpose of APIS is to combat illegal immigration and ensure public safety. The information collected by APIS can also be exploited by police departments working in the fight against organized crime and terrorism.

In addition, the system provides for increased security of means of transport, as well as the prevention of illegal migration and the movement of potentially inadmissible persons.

The results obtained after the execution of this project are:

  • Automated analysis of data of passengers to be transferred, either by air, sea or land, registered by any company, transport company or carrier wishing to enter Schengen territory.
  • Fight against illegal immigration.
  • Improved detection of possible terrorist threats.
  • Increased security of means of transport, prevention of illegal migration and prevention of the movement of potentially inadmissible persons.
  • Automatic screening of passengers for persons belonging to terrorist groups and organized crime.

With the following expected impact:

  • Reduction in the need for resources for data analysis from passenger transport companies.
  • Reduction in the number of errors in the detection of persons with police signals.
  • Compliance with European Directive 2010/65/EU for the correct use of passenger data.

The project has been financed by the European Union through the Internal Security Fund 2014-2020, Borders and Visa Instrument and the Police Cooperation Instrument, at a rate of 75% (2016 annuity) and 100% (2017 to 2022 annuities).

Proyecto: SIRDEE (Integrated State Emergency Digital Radiocommunications System)

The SIRDEE Network (Statewide Emergency Digital Radiocommunications System) is a digital trunking radiocommunications network, end-to-end encrypted, built on TETRAPOL technology, which allows the State Security Forces and Corps and other agencies under the General State Administration with competences in security and emergencies, to carry out secure voice and data communications throughout the national territory.

The SIRDEE network has been designed and built with high levels of quality, security and robustness in its fundamental parameters.

It is a robust, stable and secure (encrypted) communications system that allows interoperability between the different organizations in crisis or emergency situations (catastrophes, terrorist attacks) and the usual operations of the FFCCSE (State Security Forces and Corps) (joint operations against illegal immigration and illegal human trafficking, etc.).

In July 2000, the SIRDEE network (Statewide Emergency Digital Radiocommunications System) was launched in order to replace and homogenize the old analog networks of the National Police and the Guardia Civil, providing the State Security Forces and Corps (FFCCSE) with a common radio communication system.

SIRDEE has modernized the 091 and 062 rooms of the National Police and Civil Guard respectively, providing better communication systems, being an emergency management tool that reduces the response time in emergency response.

It has demonstrated its high availability in events where public communications networks have had overload problems preventing communication in many cases.

At present, the SIRDEE Network is fully operational throughout the national territory, providing service to 71,810 terminals corresponding to the State Security Forces and Corps and Defense and 1,533 terminals of other users (Local Police, Civil Protection Services, Emergency Services...) that also use this network.

Due to the technological evolution and the possible attacks and cyber-attacks, the Security Forces and Corps are obliged to periodically update this system.

SIRDEE Project Concept Scheme

The Integrated State Emergency Digital Radiocommunications System Service is an essential tool in the fight against illegal immigration and cross-border crime, due to the great evolution of technologies and the large amount of resources available to organized crime groups.

The objective of the project focuses on the fight against illegal immigration and human smuggling to ensure the security of the European Union, as well as:

  • Enabling fast and secure digital radio communication between the FCSE.
  • Enable the coordination and interoperability of the FCSE in the Spanish territory.
  • To modernize the communication systems in order to reduce the response time for the detention of illegal persons in the national territory.

The results obtained after the implementation of this project are:

  • Ensuring a high level of security in the Union. Cooperation in the field of security with other FCSE of Union European through radio communication.
  • Interoperability between the different organizations in crisis or emergency situations.
  • Increased effectiveness in the fight against illegal immigration.

With the following expected impact:

  • Maintenance of the SIRDEE network in the fight against illegal immigration.

Proyecto: SITEL (Telecommunications Lawful Interception Systems)

The legal interception of telecommunications is a tool available to the Courts, under the conditions established by law, which allows the reception and centralized recording of electronic communications intercepted by court order, as well as the information associated with them.

The connection is established directly between the reception centers of the National Police and Civil Guard interceptions and the telecommunications operators.

Only authorized users of the judicial police can access the intercepted information for its visualization, exploitation and presentation as judicial evidence to the court that ordered the measure.

Through this project, SGSICS provides the acquisition of equipment, system maintenance and the technological support necessary for its full operation.

At the end of 2001, the Ministry of the Interior began the implementation of the Integrated Telecommunications Interception System, providing the operational units of the State Security Forces and Corps (FCSE) with the necessary means for the reception and recording of electronic communications authorized by a court order.

The system provides an interception tool and centralized storage of communications. This allows operational users distributed throughout the national territory to access the system easily and securely.

Since that time, the initial system has undergone extensions and modifications to adapt to the emergence of new telecommunications technologies. In addition, it has often been necessary to increase the capabilities of the system due to the growth in the number of targets, to make improvements in some functionalities and to incorporate new ones of great importance for police investigation, as well as to establish the necessary redundancy in this type of critical systems.

 

Information matching scheme

The Lawful Interception of Communications is an essential tool to ensure a high level of security at the external borders of the European Union, an area of freedom, security and justice, allowing an active fight against illegal immigration, cross-border crime, human trafficking from immigration and unauthorized border crossings.

The main objective of SITEL is to respond to court orders for the interception of communications and to provide the security forces with a state-of-the-art system to support the investigation and prosecution of criminals.

The results obtained after the implementation of this project are:

  • To comply with the requirements established by the FCSE for the fulfillment of court orders related to the legal interception of electronic communications and data preservation.
  • Unify the management of support, maintenance, new acquisitions and technological renewals of the infrastructure that supports the legal interception of electronic communications and data preservation.
  • To have an agile framework for expanding capacities according to new operational, regulatory and security requirements.
  • To enhance the control mechanisms of the infrastructure that supports the lawful interception of electronic communications and data preservation for the optimization of resources and investments.

With the following expected impact:

  • Increased capabilities for the fight against illegal immigration, cross-border crimes and human trafficking.
  • Strengthening of the system for the detection of criminal groups linked to human trafficking and illegal immigration.

The project has been funded through the Internal Security Fund 2014-2020, Borders and Visa Instrument, at a rate of 75% (2018, 2019 and 2020 annuities) and at a rate of 90% (2021 annuity).

Proyecto: Technical assistance for border operating systems and equipment

This project consists of providing technical assistance at borders in order to control and monitor the flow of immigrants entering the national territory, consisting of the following equipment:

  • Technical services aimed at improving the communications of the automated border control system (ABC System) of the Alicante airport.
  • Operational adaptation of the existing technological installation in the regional border post coordination center -Strait Zone (maritime station of the port of Algeciras).
  • Reconfiguration and commissioning services of nine document readers and fingerprint readers for the border posts of the national police force at Barcelona airport.
  • Operational adaptation services for the travel document and fingerprint verifiers located at Madrid airport.
  • Reconfiguration and start-up services for the installation of the automated border control system (ABC system) at Tenerife South airport.
  • Technical assistance for the maintenance of the identity document verifiers and biometric fingerprint readers located at Palma de Mallorca airport.
  • Repair and interconnection services for the border identification facilities at the Beni-Enzar border post in Melilla.

One of the functions performed by the National Police is the border control of persons seeking access to the national territory. This work is a fundamental tool in the fight against illegal immigration and to ensure security both nationally and in the Schengen area.

To this end, in 2013 the need arose to address the renewal of travel document verifiers, allowing more efficient reading of electronic chips, as well as the implementation of new chip access security algorithms (PACE, EAC, etc.) and updated data models in the LDS scheme, so as to update existing systems and incorporate relevant technical improvements for greater attention to citizens within the CNP's scope of competence. In addition, the implementation of the biometric system for visa consultation at borders (European VIS visa system) was included.

In order to respond to the needs arising at borders, the Subdirectorate General of Information and Communications Systems for Security (SGSICS) processed various files for the acquisition of the necessary equipment, facilitating the National Police in the performance of its functions.

For this purpose, the Automated Border Crossing System (ABC System) was deployed in several airports, which allows speeding up the passage of people through a border control point, as well as increasing the technological capabilities of the National Police officers in charge of border control at the different sites, thus reinforcing border security.

For their correct operation, the ABC systems need to be permanently connected to the Central Services housed in the National Police Information Technology Area (El Escorial).

Due to the successive communications problems of the ABC systems, it is necessary to monitor, update and reconfigure the communications by expert personnel so that the system can operate at full capacity.

In addition, after most airports, ports and border crossings have fulfilled the warranty stipulated in the supply contracts for such equipment, they are without support, requiring reconfiguration by specialized personnel to ensure correct operation and adaptation to new updates.

Project concept

The objective of the project is to provide the necessary border services to effectively combat illegal immigration, controlling and analyzing the flow of immigrants at our borders.

The results obtained after the execution of this action consist of:

  • The provision of the necessary services at borders to be able to exercise an effective fight against illegal immigration, controlling and analyzing the flows of immigrants at our borders.
     

This set of benefits generates the following overall impact on border management:

  • Maintenance, adaptation and reconfiguration of new and existing equipment at the border points described in this document.

Proyecto: Complementary actions to the Schengen Information System II

The second generation Schengen Information System (SIS II) is a large-scale information system, which stores alerts on persons and objects in connection with the control of the Schengen area, and whose purpose is to ensure security in this environment.

The information can be accessed by the authorities responsible for border controls, customs, law enforcement and visa authorities in the Schengen area.

The system is composed of a national system (N-SIS), in each Member State (EM), which is connected to the central system (C-SIS). When the C-SIS receives modifications, additions or cancellations from any of the EM, it is replicated in each of the copies.

In 1985, the Schengen Agreement was signed by which several European countries abolished internal border controls (between those countries) and transferred those controls to external borders (with third countries).

The agreement, signed in the Luxembourg city of Schengen in 1985 and in force since 1995, establishes a common area called the Schengen area comprising a large part of the European continent. The participating countries apply common rules for controlling external borders, as well as for visas and cooperation between police and judicial services in criminal matters.

SIS II is governed by Decision 2007/533/JAI and Regulation 1987/2006. Both rules define the legal basis governing the system and the categories of data (alerts on persons and objects) to be entered into the system in support of operational cooperation between police authorities and between judicial authorities in criminal matters, the purposes for which they are to be entered, the criteria for their entry and processing, and the authorities entitled to access them.

SIS support and maintenance scheme

The objective of this project focuses on technical assistance to support the Schengen Information System.

  • Technical assistance for the development of the information security plan for the SIS II project. Due to the importance of the data stored in this database, it is necessary that the risks to which it is subject are known, assumed, managed and minimized. In addition, the system must be able to be put into operation quickly to avoid possible unavailability.
  • Technical support to give support to the Schengen Information System customized applications.

The results obtained after the execution of this project are:

  • Technical support for corrective, perfective and evolutionary support.
  • Necessity that the risks to which security is subject are known.
  • Management and coordination of needs for the evolution of systems.
  • Improve border security.
  • Unify information of police interest within the Schengen Area.

With the following expected impact:

  • Enables the correct functioning of the SIS II system.
  • Prepares the SIS II system for possible risks and studies how to avoid them and, if they occur, how to deal with them.
  • Increased capabilities for the fight against illegal immigration.
  • Strengthening of the system for the detection of criminal groups engaged in human trafficking and illegal immigration.

Proyecto: Acquisition of equipment for EES (Entry Exit System)

The Entry Exit System (EES) is a European system designed to electronically record and collate the entry and exit data of third country nationals admitted for a short stay in the Schengen area. The system analyzes travelers entering the Schengen area and the duration of their stay.

This system will calculate the length of authorized stay and will eliminate the obligation to stamp the passports of third-country nationals (replacing passport stamping with online registration). It also generates a list of persons who have overstayed the maximum permitted stay in the Schengen area.

To this end, there is a need to acquire equipment for the EES system at borders. In this way, the technological capabilities of the police forces in charge of border control for third country nationals (in the case of Spain, the National Police) will be modernized.

These capabilities will cover both passport controls and the deployment of automated border control systems. Biometric capabilities will be added both for the registration of passengers seeking access to the Schengen area and for the verification of documentation and biometrics.

Since 2008, the European Commission has been stressing the need, as part of the Union's integrated border management strategy, to make use of ICT to implement "Smart Borders".

In this framework, the Entry-Exit System (EES) is established, which will electronically record the time and place of entry and exit of third-country nationals admitted for a short stay in the territory of the Member States, and calculate the duration of their authorized stay. This will optimize the management of the Schengen area for the sake of its strong protection.

EES will apply to third-country nationals admitted for a short stay on the territory of the Member States, as well as to third-country nationals whose entry for a short stay has been refused.

 

This project supplies, installs and configures the Manual Control Posts (PCM) in the entry and exit areas of the Spanish border crossing points within the national infrastructure of the European Entry-Exit System.

The Manual Control Post will be the equipment used by the border police and will be installed at the border crossing points. It is a checkpoint generally located in a booth or counter, where the police officer has the necessary elements to carry out a border control in accordance with current European and national regulations.

PCMs must have the functionality of biometric verification and registration of the traveler, which will ensure that the traveler is the legitimate bearer of the travel document by comparing it with the biometric markers available on it.

Biometric verification includes both fingerprint and facial biometric capture, as well as software and information management elements.

The PCM is composed of the following elements:

  • Workstation, consisting of personal computer and monitor.
  • Document verifier.
  • Facial image capture system, which can be constituted as an independent device or integrated in a biometric totem together with the fingerprint capture device.
  • Fingerprint capture device which can be constituted as an independent device or integrated in a biometric totem together with the facial image capture system.
  • Interactive monitor.

The acquisition of this equipment will contribute to achieving the following objectives:

  • Increasing the effectiveness and efficiency of the resources available at borders, as well as modernizing their technological capabilities.
  • Reducing delays in border controls and improving their quality, thanks to the automatic calculation of each traveler's authorized stay.
  • Systematic and reliable identification of persons exceeding the authorized length of stay.
  • Replace passport stamping with electronic registration at external borders, based on a combination of a passport control system with biometric capabilities.
  • Generate lists of third-country nationals who have overstayed the maximum permitted stay in the Schengen area.
  • Combat illegal immigration and ensure public security.
  • Strengthen internal security and the fight against terrorism by allowing law enforcement authorities access to travel history records.

The results obtained after the implementation of this project are as follows:

  • Automation of the border infrastructure.
  • Recording of entry and exit data and entry refusal data related to third country nationals crossing the external borders of the Member States.
  • Replace the physical stamping of the passport with the electronic registration of each border crossing inside and outside the Schengen area, calculating the authorized stay for each traveler in accordance with European regulations.

Proyecto: Acquisition of equipment for border management

The project consists of acquiring the necessary equipment for the technological renovation of the border posts. Among the technological improvements is the implementation of a people counting system using facial recognition based on the capture of facial images through CCTV cameras, for access control at the border posts of Ceuta and Melilla.

The set of technological means to implement border security consists of travel document verifiers, fingerprint verifiers, image recorders, equipment for the registration and matching of frequent users, closed-circuit television and other equipment necessary for the correct control and registration of third-country nationals.

Surveillance cameras for border management

Spain, as the southern border of the European Union, is one of the main access points for illegal immigration, given its proximity to the African continent and the constant interaction of trade between Ceuta and Melilla with neighboring Morocco.

The European Union, and in particular Spain, is committed to adopting a series of measures aimed at reducing the number of illegal immigrants trying to enter the European Union undetected and to increasing overall internal security by contributing to the prevention of cross-border crime.

The National Police Force has obsolete border equipment, which prevents the exercise of its functions in full conditions, therefore, it needs to have hardware and software equipment at each of the border points that allows the matching and control of people seeking access to the Schengen area, in this way, it can automate and increase border controls in an agile and effective way.

In order to have a high level of security and control of the Spanish borders, it is necessary to acquire new and updated equipment to support the State Security Forces and Corps.

The objective of this project is to provide the State Security Forces and Corps with the necessary equipment to support and expand the existing border management capacity, taking into account new technologies and developments to optimize the management of migratory flows.

The objectives of the deployed system are:

  • Capture the faces of people entering or leaving Spanish territory through the border points of Ceuta and Melilla.
  • To track the number of people entering and leaving the set of border posts, detecting those who do not return after a certain period of time.
  • Detect the transit of "specific people", allowing the incorporation of biometric faces of people on lists of interest, generating alarms in case of any positive hit in this check.

In addition, the system will be able not only to capture images of pedestrians, but also of people inside vehicles.

Therefore, the system will have to provide mobile solutions based on smartphones to enable the process of capturing and verifying travelers.

The necessary border equipment acquired by Spain will provide technological support to the National Police in terms of decision making and will enable them to effectively fight illegal immigration, controlling and analyzing the flow of immigrants at our borders.

The results obtained after the implementation of this project are as follows:

  • Implementation of facial recognition system to perform people counting at border crossing points.
  • Acquisition of new equipment in order to reinforce the existing CCTV systems in the different police buildings of the National Police Corps and adapt them to the new facial recognition system.

With the following expected impact:

  • Increased efficiency in transit management at border posts.
  • Improved monitoring and surveillance capabilities.
  • Increased productivity and efficiency of National Police operators.
  • Compliance with European Directive 2010/65/EU for the correct use of passenger data.

The objective of this project focuses on the acquisition of 40 travel document analyzers for the General Commissariat of Foreigners and Borders of the National Police Force, as well as the technical support for their installation.

Travel document analyzers are high-precision equipment that, combined with computer tools, are capable of detecting covert security features, confirming authenticity and revealing evidence of forgery in passports, identity cards and travel documents.

In order to comply with the objectives proposed for border control and the Schengen regulations on the control of persons at borders, the General Commissariat for Aliens and Borders has been equipping the various border posts (air, land, sea and Alien Units) with various technical and computer equipment necessary for the detection of false or forged identity and travel documents.

In order to carry out a more exhaustive control of the public and official documents that passengers present and authorize them to cross borders, certain border posts have been equipped with document analyzers for the detection of false or forged documents, thus allowing the verification and viewing of the security measures incorporated in the documents.

This type of technology is constantly undergoing major advances, given the constant changes and evolutions of operating systems and programs (software), manufacturers periodically update their equipment and software, ceasing to provide technical assistance to the previous ones.

The objective of the project is the acquisition of equipment and integration software for the renovation of the Manual Control Posts located in land, air and maritime border control points, as well as in dependencies of the General Commissariat of Foreigners and Borders.

For all the above mentioned, this project is based on the contracting of the following equipment and services:

  • Acquisition of a minimum of 40 travel document analyzers for the detection of false or altered documents, in compliance with the Schengen Agreement.
  • Installation and commissioning at the border posts, distributed throughout the national territory, as determined by the General Commissariat for Foreigners and Borders.

This project enables the acquisition of the necessary equipment to improve the functionalities of the border centers, so that visits can be managed and unnecessary trips to the courts can be avoided.

The project consists of the following actions:

  • Acquisition of identification card printers destined for the General Commissariat for Aliens and Borders and the Operations Center in the premises of the National Police Corps Commissariat in the Port of Algeciras.
  • Acquisition of videoconferencing equipment to be installed in the immigrant modules of the port of Almeria.

The mission of the Border Centers is to create value for the police forces, through a technological infrastructure that allows them to visualize and monitor everything that happens at the different national borders, ports and airports. In this way, they will be able to consolidate their position as centers of reference, not only nationally, but also in Europe, in terms of internal security and border surveillance. In order to comply with this functionality required of the centers, it is necessary to acquire equipment to control visits to the centers and to issue those of the officials themselves.

On the other hand, immigrants who attempt to enter Spain illegally by sea are housed in modules designed for this purpose while the judge decides on their situation. In order for the immigrants to appear before the judge, it is necessary to transfer them to the court premises. This causes additional problems of means and security.

Specifically, the transfer of immigrants to the courts entails a double problem: on the one hand, it requires a large number of personnel for the custody of immigrants, and on the other hand, the risk of escape is very high during the journey to the court. For all these reasons, it is intended to provide these facilities with a video conference system so that the immigrants can make their statements before the judge by this means, without having to be transferred to the courts.

Project concept

This project is intended to achieve the following objectives:

  • Acquisition of identification card printers destined for the General Commissariat of Aliens and Borders and the Operations Center in the premises of the National Police Corps Commissariat in the Port of Algeciras: In order to comply with the functionality required of border centers, it is necessary to acquire card printers to control visits to the Centers and issue those of the officers themselves.

Proyecto: Implementation of EES - Entry Exit System (Entry Exit System)

The Entry Exit System (EES) is a European system designed to electronically record and collate the entry and exit data of third country nationals admitted for a short stay in the Schengen area. The system analyzes travelers entering the Schengen area and the duration of their stay.

This system will calculate the length of authorized stay and will eliminate the obligation to stamp the passports of third-country nationals (replacing passport stamping with online registration). It also generates a list of persons who have overstayed the maximum permitted stay in the Schengen area.

EES registers information collected at the borders concerning third-country nationals:

  • Admitted for a short stay in the territory of the EU members, subject to border controls when crossing the borders where the EES is used.
  • On entry into and exit from the territory of the Member States, provided that:
    1. hey are family members of an EU citizen to whom Directive 2004/38/CE applies or of a third-country national enjoying a right of free movement equivalent to that of citizens of the Union under an agreement between the Union and its Member States, on the one hand, and a third country, on the other hand, and.
    2. They do not hold a residence card under Directive 2004/38/CE or a residence permit under Council Regulation (CE) No. 1030/2002.
EES implementation scheme

Since 2008, the European Commission has been stressing the need, as part of the Union's Integrated Border Management Strategy, to make use of ICT to implement "Smart Borders".

Within this framework, the Entry-Exit System (EES) is established, which will electronically record the time and place of entry and exit of third-country nationals admitted for a short stay in the territory of the Member States, and calculate the duration of their authorized stay. This will optimize the management of the Schengen area in the interests of its robust protection.

This project involves the development of software, hardware and the necessary developments for the implementation of the new national system for the electronic registration of passenger entries and exits, as well as the management of access denials, and its connection to the central system of the EES.

The objectives of this project are as follows:

  • Automation of border control: To reduce border control time and improve the quality of border controls, thanks to the automatic calculation of authorized stays.
  • Replacement of passport stamping by electronically registering each border crossing inside and outside the Schengen area, calculating the length of stay of each traveler.
  • Ensuring reliable and remote identification of persons overstaying their authorized duration of stay.
  • Increasing security and the fight against terrorism by allowing law enforcement authorities access to the system.
  • Support the detection of terrorists, criminals, as well as suspects, perpetrators or victims of crimes.

The results obtained after the implementation of this project are as follows:

  • Registration of entry and exit data and denial of access of third-country nationals crossing the borders of Member States.
  • Elimination of physical passport stamping.
  • Systematic and reliable identification of persons entering the Schengen area.

With the following expected impact:

  • Reduce delays in border controls and improve the quality of border controls.
  • Strengthening internal security and effectively combating irregular immigration, organized crime and terrorism.

Proyecto: Printers for border kiosks

This project is based on the acquisition of printers to provide the National Police at the various border posts with the necessary equipment for issuing visa stickers.

The Schengen Agreement is an agreement whereby several countries in Europe abolished internal border controls (between those countries) and moved those controls to external borders (with third countries). The agreement, signed in the Luxembourg city of Schengen in 1985 and in force since 1995, establishes a common area called the Schengen area comprising a large part of the European continent.

Participating countries apply common rules to control external borders, including the issuance of Schengen visas and visa stickers.

Currently, border posts throughout the country need to print different types of visas for foreign nationals, and due to the obsolescence of the equipment, it is necessary to update them periodically.

The printing of such visas is required to be in color, since, as a security measure, a photograph of the citizen requesting the visa is attached. For such printing, color inkjet photographic printers are being used, since the visa sticker is a sticker, preventing problems of heating of the fuser, thus avoiding the lifting of the sticker.

In order to meet the objectives of replacing the printers that have broken down, as well as to provide new equipment at border posts and documentation offices for foreign nationals, it is necessary to supply color inkjet photographic printers.

This project focuses on the acquisition and maintenance of 50 color photo inkjet printers for border posts, in order to cover the demand for visa sticker issuance.

  • Improved visa issuance functionality.
  • Reduced deterioration of visas. Improved quality.

With the following expected impact:

  • By having new equipment, it is more unlikely that the printers will break down, reducing the agglomeration of people requesting their visa at the same time.
  • The need to make duplicates is reduced, since the lack of heating of the fuser prevents the deterioration of the visa stickers.

This project focuses on the integration and improvement of the capabilities and equipment of the Border Post Coordination Centers of the National Police.

The objective of these centers is to provide the National Police with a technological infrastructure that allows to visualize and monitor everything that happens in the different national borders, ports and airports, aiming to be centers of reference not only national but also European, in terms of internal security and border surveillance.

The main capabilities covered are the following:

  • Visualization and monitoring to strengthen European homeland security.
  • Establishment of local and external communications with other remote centers, both national and European.
  • Analysis and statistics.
  • Crisis and emergency management.
  • Support to police units to improve mission efficiency.
  • Modular and flexible technological architecture, for future functional extensions as needs demand.

This action is complemented with technical assistance in the integration processes with data providers in Intelligent Borders.

National Police Border Post Coordination Centers

The Border Post Coordination Centers were created to provide the National Police with the necessary infrastructure to control the national borders, ports and airports, with the National Border Post Coordination Center (CEFRONT) being the neuralgic and monitoring point for all the activities carried out at the different national borders and the Regional Border Post Coordination Center - South Zone a satellite center of the first one, for the monitoring of the Strait of Gibraltar area.

Both Centers are currently operational and the operational needs initially proposed by the National Police have been met, with the technological implementation carried out in both of them.

However, with the implementation of these centers, new requirements have arisen that would improve not only the monitoring tasks, but also the productivity and efficiency of the operators themselves in their daily work.

This project proposes the following requirements to improve the capabilities of the Border Control Centers:

  • Integration and implementation of access control elements.
  • Expansion of the capacities of video wall management systems (set of screens grouped to display one or several images in a larger area) and public address systems.
  • Technical assistance oriented to integration, configuration of elements and system design.

The results obtained after the execution of this action are as follows:

  • Implementation of Border Control Centers in Spanish territory.
  • The scalable structure with which the Centers have been defined, allows not only the future improvement and increase of their operational capacities, but also the creation of other Regional Centers that focus their attention on a specific geographical area and interconnect with the current Centers.
  • Availability of ABC (Automated Border Control) equipment for performance testing.

This set of benefits generates the following overall impact on border management:

  • Improved operational capabilities for the control and command of border control related activities and units at Europe's external borders.

The project focuses on the acquisition and installation of Closed Circuit Television (CCTV) elements at the border control posts of Ceuta, Melilla and La Línea de la Concepción.

CCTV is a video surveillance system designed to monitor critical areas and activities carried out there, such as improper access or criminal acts. All the components of the system are linked and have no exit to the outside, and the border post has a center for visualization and analysis of the images.

These systems are implemented so that the National Police has a complete view of the critical points at the borders, complying with current regulations that allow the recording of public spaces.

The Directorate General of Police needs to acquire different video surveillance and electronic vehicle control equipment for installation and expansion at Spanish borders, which in turn constitute external borders of the Schengen Area, in order to increase their security with the least number of personnel.

As these are checkpoints that Schengen classifies as external borders and the flows of people and vehicles that manage to pass them have free passage to move throughout the Schengen area, there is a need to reinforce the surveillance of the external border.

In addition, the General Directorate of the Police has among its competences the internal and external security of the Internment Centers for Foreigners, where foreign citizens who do not comply with the Organic Law 4/2000, which regulates the rights and freedoms of foreigners in Spain, are interned by judicial order.

The objective of the project is the acquisition of CCTV and vehicle control systems for the Ceuta, Melilla and Tarifa border posts, as well as the expansion of equipment at the Algeciras and La Línea de la Concepción border posts.

The system supports the integrated border management to ensure a high and uniform level of control and protection of the external borders and to stop illegal immigration.

In addition, this reinforcement is intended to support and expand the existing national capacity for the management of external borders, as well as measures within the area of free movement related to the management of external borders, taking into account, in particular, new technologies, developments and/or standards related to the management of migratory flows.

This project is based on the provision of cross-cutting technical support services for the support and maintenance of the information systems in production of the Subdirectorate General of Information Systems and Communications for Security (SGSICS) that provide service to the State Security Forces and Corps, in the field of the fight against illegal immigration and cross-border trafficking.

This service includes both transversal services to the systems, such as tasks related to the maintenance of the base applications, as well as support to the different police forces and clients of the systems in general.

Among the transversal services and work areas included are:

  • Management and coordination of the services.
  • 24*7 Customer Service and response.
  • Quality assurance services.
  • Testing services with customers or system users.
  • Knowledge transfer at the end of the contract.

Additionally, specialized services in consulting, management, monitoring and normative and technical documentation are included, both for the maintenance of the current means that integrate the system and for the extension and improvement of the same in the scope of the Integral Telecommunications Interception System (SITEL).

The SGSICS develops, operates and maintains a set of computer applications, as well as the systems that support them, within the scope of its competences according to Royal Decree 734/2020, of August 4, which develops the basic organic structure of the Ministry of the Interior.

Given the special importance of the SGSICS in providing joint support to the National Police and the Civil Guard and the constant technological evolution of the market, it is necessary to have specialized resources for the support and maintenance of the systems and communications, which guarantee their correct operation and the resolution of incidents in a reduced time.

Concept of support and maintenance of information systems in production that serve the FFCCSE

The objective of this project is the acquisition of a technical support service to provide maintenance and support for those systems located in the SGSICS oriented to border and visa support.

This service allows the correct operation of the subdirectorate's systems, correcting incidents and keeping the equipment updated, in addition to managing and securing communications.

This project includes the following activities:

  • Transversal services to the systems.
  • Tasks related to the maintenance of the base applications.
  • Support to the different police forces and clients of the systems in general.

Among the transversal services and work areas included are:

The information can be accessed by authorities responsible for border controls, customs, law enforcement and visa issuing authorities throughout the Schengen area.

The system is composed of a national system (N-SIS), in each Member State, which is connected to the central system (C-SIS). When the C-SIS receives modifications, additions or cancellations from any of the Member States, it is replicated in each of the copies.

In 1985, the Schengen Agreement was signed by which several European countries abolished internal border controls (between those countries) and transferred those controls to external borders (with third countries).

The agreement, signed in the Luxembourg city of Schengen in 1985 and in force since 1995, establishes a common area called the Schengen area comprising a large part of the European continent.

The participating countries apply common rules for controlling external borders, as well as for visas and cooperation between police and judicial services in criminal matters.

SIS II is governed by Decision 2007/533/JAI and Regulation 1987/2006. Both rules define the legal basis governing the system and the categories of data (alerts on persons and objects) to be entered into the system to support operational cooperation between police authorities and between judicial authorities in criminal matters, the purposes for which they are to be entered, the criteria for their entry and processing, and the authorities entitled to access them.

SIS support and maintenance scheme

The objective of this project is to provide technical support for the support and maintenance of the SIS system, located in the SGSICS, as well as the management of the system and the communications that interrelate it to combat illegal immigration and cross-border crime.

The system was created to provide the Security Forces and Corps with the necessary tools to effectively combat illegal immigration and exercise effective control over the entry of persons from third countries.

The support service includes maintenance, evolutions and adaptations of the system based on the guidelines set by the European Commission.

 

The results obtained after the implementation of this project are:

  • Availability of a 24x7 service to respond to possible system failures.
  • Provision of personnel specialized in the systems and equipment covered by the project.
  • Verification by means of tests of the correct operation of the systems.
  • Updating of the SIS.
  • Management and coordination of needs for the evolution of systems.
  • Control and management of security and communications.
  • Compliance with confidentiality, integrity and availability measures.
  •  Improve border security.
  • Unify information of police interest within the Schengen Area.

With the following expected impact:

  •  Increased capabilities for the fight against illegal immigration.
  • Strengthening of the system for the detection of criminal groups engaged in human trafficking and illegal immigration.
  • Increased availability and security of access to the systems.

The project has been 100% financed by the European Union through the Internal Security Fund (ISF), financial framework 2014-2020, through the Borders and Visa Instrument and the Police Cooperation Instrument, financial accounts from 2020 to 2022. The years 2021 and 2022 correspond to the 2014-2020 financial framework.

Proyecto: Support work for the modernization of border controls

The "Support works for the modernization of border controls" provide support in the collection of requirements, follow-up of tenders, analysis of technological tools, analysis of offers, follow-up of the implementation of systems, support in receptions, participation as technical support in meetings and other needs expressed by the client in the field of information technology.

Among the projects supported through these assignments are:

  • Automated Border Crossing Systems (ABC System): These are border access control systems located at Spain's borders with third countries. The systems are equipped with fingerprint readers, image capture and travel document readers, which allow the matching and identification of the person seeking access to the Schengen area.
  • Border Post Coordination Centers: Control center for the equipment deployed at borders to carry out controls and management of border crossings, as well as critical points. The National Border Post Coordination Center is located in the premises of the General Commissariat for Aliens and Borders, where the SGSICS has deployed control and monitoring equipment. In addition, different centers have been deployed, such as the Regional Border Post Coordination Center - Strait Area in the premises of the National Police in the Port of Algeciras.
  • Procurement of border control means and systems: Equipping border crossing points with the necessary measures to increase security and control of border crossings. The systems are based on cameras, Closed Circuit Television (CCTV), fingerprint readers and number plate readers among others.

The Subdirectorate General of Information and Communications Systems for Security (hereinafter SGSICS) is responsible for the study and implementation of technological means for the reinforcement of controls at the external borders of the European Union, and the provision of systems for use by the State Security Forces and Corps, with the aim of achieving the proper functioning of the Schengen Area.

For this purpose, it is essential to have its own personnel with the necessary degree of specialization and experience to tackle these projects, technologies, project management and knowledge of the regulatory standards.

Due to the lack of SGSICS's own personnel resources that meet these specifications, it is necessary to have specialized consulting services for the definition and implementation of the systems.

The objective of this action is to obtain specialized services for the performance of consultancy activities, definition of technological solutions, preparation of documentation and monitoring of projects within the scope of the Secretariat of State for Security, and in collaboration with the various competent authorities in the field.

In order to ensure that this investment is optimal, both in terms of economic exploitation and in terms of technical capabilities, security and performance, it is necessary to have specific consultancy and technical definition services.

These consultancy services should be designated to specialized companies in the public sector, in order to guarantee that the consultancy provided is independent of possible industrial interests, pursuing only the benefit of the Public Administration.

Concept of consulting services

To have the necessary personal capacity to address the challenges set by the European Commission in the field of management and control systems at the borders of the Schengen area.

The results obtained after the execution of this project are:

  • Availability of the set of reports, studies and support documentation for the deployment of new border control systems, the monitoring and control of their implementation, as well as the identification of technological alternatives for such systems.
  • Improved security in the border control process.

With the following expected impact:

  • Improvement in the systematization and documentation of the different projects and dossiers related to the deployment of border systems.

The project has been financed by the European Union through the Internal Security Fund (ISF), financial framework 2014-2020, through the Borders and Visa instrument, at a rate of 75% (annuities 2016 to 2019) and 90% (annuities 2020 to 2022).

The project provides the technical assistance services necessary to migrate the systems of the General Police Station for Foreigners and Borders in La Línea de la Concepción to the new CNP identity consultation service of the IT area of El Escorial.

The CNP computer area in El Escorial, has an Identity Consultation service that is used by the systems of the General Commissariat of Aliens and Borders in La Línea de la Concepción, in order to perform checks and validations of possible background or signals (alerts on persons).

This system has become obsolete, and for this reason, the IT Department is adopting a new solution for the "Service of Consultation of Objects and Identities of Persons", in order to be able to carry out a complete follow-up of the person or object, from the moment it enters the border control, until the final decision is taken on whether or not to pass through it.

This first phase of evolution of the service, by the CNP's IT Department, has an impact on the current use of the service by the systems of the General Police Station for Foreigners and Borders in La Línea de la Concepción. Therefore, a technical assistance service is required to migrate to the new service.

The objective of the project is to meet the migration needs of the systems presented to the new Identity service in the IT area of El Escorial. For this purpose, the technical assistance service is developed, which includes the following activities:

  • Collection of information, analysis and study of the new identity consultation service implemented by the CNP.
  • Evaluation and assessment of the impact on the current border systems deployed in La Línea de la Concepción.
  • Work planning.
